Realizing the importance of policies, procedures, and rules in order to run a novice university, Professor Dr. Muhammad Naeem Khan, the Vice Chancellor of the University of Baltistan, Skardu, had constituted a committee to develop semester rules for the university. Structure of the committee is as follows.

- Dr. Haji Karim Khan (Member)
- Mr. Nasim Abbass (Co-Opted Member)
The committee worked on the rules religiously and presented the first draft in a faculty forum held in the Anchan Campus. The feedback received from the faculty and staff was incorporated in the draft and presented in the Third Academic Council held on December 11, 2019. On the recommendation of worthy Academic Council, for the review and feedback the draft was submitted to the Quality Enhancement Cell (QEC) .It was also suggested that the QEC reviewed document should be treated as the final (Recommendation of the Academic Council is attached as annexure E). The Chair of the committee submitted the document to the QEC on May 13, 2020. The QEC reviewed (the then Director QEC) the document thoroughly and shared its report on June 18, 2020 (The QEC report is attached as annexure F). As a result, the feedback/suggestions from the QEC have been incorporated in the current document. Upon the incorporation of all the feedback, the rules were once again presented in the 5th Academic Council meeting. The worthy Academic Council has approved the rules for the implementation.
These rules encompass all the details pertaining to the smooth running of semesters and programs. However, if required the rules shall be revised on the permission of the competent authority.
